This would bring certain definitions of city law into line with state law. The obligation to make such disclosures, including to data subjects, would be extended to situations where it is reasonable to believe that an unauthorised person has accessed, disclosed or used the information. With few exceptions, the bill would require that if 5,000 or more New York City residents are to be notified at the same time under Section 10-502 of the city`s Administrative Code, the notifying agency must also notify consumer hotlines of the timing, content, and distribution of notices and the approximate number of people affected. Some authorities should coordinate data breaches and keep records. The bill would require licensees from the Department of Consumer and Worker Protection, the Ministry of Health and Mental Hygiene, and the Taxi and Limousine Commission, which are required by state law to report data breaches, to promptly submit a copy of the notification to their licensing authorities. A number of new approvals, now called supervision licences, would be issued in batches each year from 2022 to 2032. The new supervisory licences require at least one supervisory licence holder to be present at a push cart at all times. This new requirement will not apply to existing licences until 2032, when a supervisory licence holder will be required to be present at each car to operate. The bill will also create a new special enforcement unit for vending machines, which would exclusively enforce sales laws. It would focus on areas of the city where sales restrictions are known to enforce restrictions, but would respond to complaints and sales violations throughout the city.
